Millicent is human. She is of French and American ancestry. Her father is full French who changed his name (Guillame Roget) for unknown reasons to its English translation. Her mother is descended from one of the most prominent families in the old United States.

Millicent is tall and athletically trim. She has long black hair that flows to her waist. Her eyes are bright violet.

Millicent is a very open and friendly person. She is the original "cock-eyed" optimist, always ready to see the best in every person or situation. She is especially good with those who have gone through personal tragedies with loved one, due to her own. Her major flaw is her temper, which is very close to the surface. She can also be somewhat impulsive.

Millicent Ivy Rogers was born on Stardate 7304.09 in Danbury, Connecticut. Her father William was the owner of several successful restaurants, including the one started by his mother, "La Vie en Rose" in Danbury. He is also a philanthropist. Her mother Sarah, is a socialite. As a child, Millicent was always an exceptional student in the top ten percent of her class. She was, however a real tomboy. She played hockey in the town league and as a teenager learned springball from some Bajoran friends. She also went on ski trips whenever she could. Her one girlish pursuit was figure skating. She took lessons from the time she was four until she was a teenager as a concession to her mother. After graduating Danbury High at seventeen, Millicent went on to attend the New York University. She received her B.S. at twenty three with a 4.0 GPA. She then decided to stay and complete the university's accelerated graduate program which would enable her to receive both a Masters Degree and her PhD in four years. She completed it at twenty-seven. It was during her time as a graduate student that she met Adam Andrews. They met briefly in her first year and then again on a blind date   at the end of her second. He had just received his PhD in political science They married after her graduation and moved to San Francisco so Millicent could attend Starfleet Academy and Adam could begin his work as a diplomat. The week before Millicent's graduation Adam left for a classified first contact mission. The day after her graduation she received a message saying that he had been killed in the line of duty. She asked for and was given time to straighten out Adam's estate and decide whether or not she wanted to continue in Starfleet. She decided to stay and was assigned to the USS Sharikahr a year later. Upon her first shore leave she became acquainted with the Sharikahr's CEO, Rodos Falor. Friendship turned quickly to love and Millicent found herself expecting. She and Falor were married on Stardate 10512.01.
